Oscar Chacon leads Vasquez & Company’s Information Technology Risk & Advisory practice. He brings more than 20 years of public accounting consulting and corporate management experience in IT risk management, IT audit, financial auditing and professional consulting services.

Oscar specializes in internal audit outsourcing and co-sourcing, Sarbanes-Oxley readiness, bank regulatory compliance, third-party assurance services (SSAE 16), and information security architectures.

His clients include AltaMed Health Services Corporation, AIDS Healthcare Foundation, Los Angeles Community College District, Los Angeles County Metropolitan Transportation Authority, Los Angeles World Airports, and the city and Port of Long Beach.

Earlier in his career, he served as vice president and information security director at City National Bank, where his information security initiatives were commended by the Comptroller of the Currency.

Before that, Oscar was an information risk management practice manager at KPMG, where he helped establish its information systems audit function. His clients at that firm included Alameda County Medical Center, America West Airlines, Arrowhead Regional Medical Center, Burlington Air Express, California State University and University of California systems, Children’s Hospital of Orange County, Comerica Bank, EDS, Fiserv, Hyundai Motors, Kia Motors of America, Los Angeles Orthopaedic Hospital, Mexican Banking Commission, Washington Mutual Bank/Home Savings of America and Zions Bancorp.

Oscar earned bachelor of science degrees in computer information systems and business administration and a minor in economics from California State University, Los Angeles. He is a Certified Systems Information Auditor and earned a certificate in IT Audit/Quality Assurance from UCLA Extension.

He is a member of ISACA, the Information Systems Audit & Control Association.
